ARC's waste characterization requirements are as licensed by Maine Department of Environmental Protection and in accordance with USEPA regulations.

ARC utilizes emulsified asphalt stabilization, processing materials through a cold-mix asphalt batch plant. Processing begins by sizing all materials through a fingerdeck screen, which eliminates non-aggregate products as well as oversized stone for subsequent crushing to meet sizing requirements. Screened material is conveyed to the feed system of the pugmill plant. Material is processed through the plant utilizing specially formulated emulsified asphalt, Recycling Agent, which stabilizes the aggregate.

The first step in qualifying materials for acceptance at ARC's facility is to determine the waste characterization, the required testing and necessary documentation. Below is a table with all the pertinent information.

(*) Testing requirements may be waived for virgin petroleum impacted soils accompanied by a Maine DEP spill letter.

(*) Testing for Totals or TCLP is acceptable; further TCLP analysis may be required depending on data submitted. If a total analysis of the waste demonstrates that individual analytes are not present in the waste, or that they are present but at such low concentrations that the appropriate regulatory levels could not possibly be exceeded, the TCLP need not be run (40 CFR Part 261, Appendix II, Section 1.2). If the result of a totals analysis divided by the dilution factor exceeds the TCLP regulatory limit, full TCLP testing for the consitituent(s) in question is required.
