Criteria

ARC's waste characterization requirements are as licensed by Maine Department of Environmental Protection and in accordance with USEPA regulations.

ARC utilizes emulsified asphalt stabilization, processing materials through a cold-mix asphalt batch plant. Processing begins by sizing all materials through a fingerdeck screen, which eliminates non-aggregate products as well as oversized stone for subsequent crushing to meet sizing requirements. Screened material is conveyed to the feed system of the pugmill plant. Material is processed through the plant utilizing specially formulated emulsified asphalt, Recycling Agent, which stabilizes the aggregate.

The first step in qualifying materials for acceptance at ARC's facility is to determine the waste characterization, the required testing and necessary documentation. Below is a table with all the pertinent information.

ARC Acceptance Criteria Matrix

Waste Type Required Testing Documentation
Virgin gasoline contaminated soil generated from UST remedial activities regulated under 40 CFR 280 One sample per 500 tons:
(EPA Method 1311)Lead; with Generator Certification (1)
Virgin gasoline contaminated soil generated from an above-ground release or activities not regulated under 40 CFR280 One sample per 500 tons:
(EPA Method 1311)Lead, Benzene;with Generator Certification
Virgin petroleum (non-gasoline) contaminated soil generated from UST activities regulated under 40 CFR 280 One sample per 500 tons:
(EPA Method 1311 or SW-846)
Virgin petroleum (non-gasoline) contaminated soil generated from an above-ground release or activities not regulated under 40 CFR 280 One sample per 500 tons:
(EPA Method 1311 or SW-846)RCRA 8 Metals
Waste-oil/non-virgin petroleum contaminated soil generated from UST activities regulated under 40 CFR 280 One sample per 250 tons:
(EPA Method 1311 or SW-846) RCRA 8 Metals, PCB's, pH, Flashpoint, Reactivity, Organic Halides (TOX per EPA Method 9020, 922 or 9076 or Volatiles & Semi-Volatiles per EPA Method 8010, 8240, 8260, 8270) (2)
Waste-oil/non-virgin petroleum contaminated soil generated from an above-ground release or activities not regulated under 40 CFR 280 One sample per 250 tons:
(EPA Method 1311 or SW-846) RCRA 8 Metals, PCB's, pH, Flashpoint, Reactivity, Organic Halides (TOX per EPA Method 9020, 922 or 9076 or Volatiles & Semi-Volatiles per EPA Method 8010, 8240, 8260, 8270) (3)
Sandblast Grit One sample per 500 tons:
(EPA Method 1311)TCLP Lead
Coal Bottom Ash One Sample per 200 tons:
(EPA Method 1311 or SW-846) RCRA 8 Metals & Vanadium

(1) Testing requirements may be waived for virgin petroleum contaminated soils accompanied by a Maine DEP spill letter.

(2) If TOX > 1000ppm, Volatiles & Semi-volatiles testing is required. Volatiles & Semi-volatiles may be substituted for TOX with certain compounds required.

(3) If TOX > 1000ppm, Volatiles & Semi-volatiles testing is required. Volatiles & Semi-volatiles may be substituted for TOX with certain compounds required.
